December 19, 2011 CRAIN’S DETROIT BUSINESS Page 3 Schuette: Don’t rush insurance bill Election, courts could end need for health exchange BY CHAD HALCOM CRAIN’S DETROIT BUSINESS Q&A Michigan Attorney General Bill Schuette said he sees “no rush” to pass legislation creating a statewide health insurance exchange, because so much can still happen next year that would eliminate the need for one. The legislation that creates a framework to authorize MIHealth Marketplace to be established as a nonprofit corporation has been idle in the House Health Policy Committee since it cleared the Senate in a 25-12 vote last month. Schuette told a Crain’s editorial board meeting Thursday he is ad- vising legislators and others in Lansing that a state insurance exchange can wait until after the presidential election or at least until the outcome of a constitutional challenge to the federal health care reform bill, which goes for oral arguments before the U.S. Supreme Court in March. Essentially, that means the state’s top law enforcement official has sided with the Republican-controlled House and its slow-track approach to the exchanges over that of Gov. Rick Snyder, whom Schuette calls a friend. “When you have a friend (in Snyder) that you happen to be in agreement with about 90 percent of the issues you discuss, that is a very good (relationship) to have,” he said. “This is one issue where we have had a respectful difference of opinion.” Last week, the House passed, and the Senate later approved, a revised version of a supplemental funding bill that removes the $9.8 million in federal planning grant funds awarded to the state last month by Health and Human Services Secretary Kathleen Sebelius. St. John Providence Health paid the Daughters of Charity of St. Vincent De Paul, which founded the center in 1851, $1.05 million or “fair market value” for the property “for possible future strategic needs in the area that Fisher Center: is already part of our footHelping at-risk print,” Daniela Scholl, corkids, Page 4 porate media relations director for the health system, wrote in an email. Warren-based St. John Providence Health has not submitted a rezoning request for the property, zoned for single-family residential, said Farmington Hills City Planner Ed Gardiner. The property, at the northwest corner of 12 Mile and Inkster roads, has two historic buildings and several smaller support structures. It was one of the few remaining parcels in Farmington Hills of its size and location when the center closed. The health system’s Providence Medical Center and Michigan Ear Institute on Northwestern Highway at Inkster is just over half a mile from the newly purchased land. Also within a 10mile radius are the system’s Kenneth Elliott Sr. & Family Comprehensive Breast Center, Providence Park Hospital in Novi and physician offices in Novi and West Bloomfield. Giant global parts makers with deep pockets and big product portfolios are investing in China. Now Neapco, a relatively small company with a management team of just five, will be among them, fighting for a toehold. Its new office in Shanghai employs two people, one of whom does not speak Chinese. But bigger things are coming, including a Chinese manufacturing plant. It doesn’t hurt that Neapco has a Chinese fairy godmother.
