The executive committee includes the officers of the board as well as at-large members. All the approved motions at the committee level move to the board for final approval. The board and committee agendas consist of topics raised by the board at prior meetings, the medical staff (through the Medical Executive Committee, the medical staff departments and committees, and the president of the medical staff), the president/CEO, and groups or individuals from the community. In fact, there is a time for physicians and the public to address the board at every monthly meeting as well as at some of its committee meetings. An additional opportunity for physicians to formally participate and speak as members is provided during all board committee meetings. Two additional organizations PMC’s board has jurisdiction over that operate within the medical center are the PMC medical staff and the PMC Auxiliary. Decide to Learn More About PMC MeDical Staff PMC’s board is ultimately responsible, but delegates all medical matters to its medical staff. The board holds the medical staff accountable for conducting specific activities that contribute to the preservation and improvement of the quality and efficiency of patient care provided by the hospital. The board and medical staff jointly collaborate to draft the medical staff bylaws, rules and regulations. Decisions about medical staff appointments and reappointments are made by the board based on recommendations of the Medical Executive Committee, as are many decisions concerning the way care is delivered. The president of the medical staff is at the table with the PMC board at its meetings, and physicians are on all board committees. The CEO also has a seat at the board table and serves as a liaison between the hospital board and medical staff. The medical staff president presides over the Medical Executive Committee, which is made of officers of the medical staff, section chiefs of each medical staff department and two members-at-large. Action items from the nine medical staff committees and nine departments formally flow up to the Medical Executive Committee for decision-making; many decisions also go to the hospital board for final resolution. Day-to-Day So far we’ve described several entities, structures and a lot of decisions by numerous people. Of course, all decisions are deliberated on and made with the intention to improve and enhance patient care for the citizens of North Brevard County. Now we’ll bring it back home to PMC’s day-to-day decision-making process. As noted earlier, PMC’s president/CEO takes his direction from the board of directors. He makes countless decisions in executing those directives. Two major CEO responsibilities are to employ a skilled workforce and to develop and submit the annual hospital capital and operating budgets to the board. The hospital has an organizational structure that is not unlike that of many large businesses or corporations. PMC has senior vice presidents and vice presidents who serve at the direction of the CEO. This Executive Management Committee (EMC) meets regularly. EMC members make a large portion of the decisions about the departments they supervise as well as decisions about overall hospital finances, strategy and direction. PMC has 35 department directors and more than 100 managers, supervisors, clinical coordinators and leads who report to members of the EMC.
