BOCES represent all but nine of the state’s 721 school districts and provide a range of services and educational programs. But despite the economic climate, many education leaders say investing in quality school leadership cannot be underestimated. “[Cuomo’s] father did the same thing with BOCES,” Domenech says. “It changes the formula [of local education] and removes local authority from letting the board have an opportunity to make the best decision on behalf of their constituents.” Bob Lowry, deputy director of the New York State Council of School Superintendents (NYSCOSS), agrees. “We’re opposed and think it’s a big mistake,” says Lowry. “It’s the only job in the district where the salary is capped. Superintendents work at the will of the board of education, and they could lose their job based on one vote. ere is a lot of scrutiny and visibility that comes with the job, but still, in some cases, the amount of compensation makes some uncomfortable.” Carole Hankin, superintendent of Syosset Central (N.Y.)
